Health Department Occupancy Permit Procedures

(Effective May 1, 2002)

Prior to granting an occupancy permit, in the Town of Kingston, the Building Inspector, Fire Inspector, Electrical Inspector & the Health Officer must sign off on the building permit verifying that the structure is in compliance with all Town and State codes.

Before the Health Officer will sign the occupancy permit, all the following requirements will be meet:

  1. The subsurface sewage disposal system:
    1. Will be backfilled.
    2. Area will be graded and seeded according to the approved subsurface sewage disposal system plans.
  2. The drinking water source:
    1. Will be operational (the water pump is to be in place and working).
    2. Will have been tested and a copy of the water quality test provided to the Health Officer.
    3. Information requested on the “PUMP INSTALLER AND WELL DRILLERS PERMIT” has been provided to the Health Officer.
  3. A visual inspection of the structure will be made by the Health Officer to insure:
    1. That the number of bedrooms does not exceed the approved subsurface sewage disposal system.
    2. That all plumbing fixtures work correctly.
    3. That no unapproved disposal system components have been installed in the structure (garbage disposal, water softener, Jacuzzi, etc).
